Pima County operates a 60 mgd wastewater treatment system serving the Tucson, Arizona metropolitan area. Hawkins was part of a multi-disciplinary team advising the County on the development and implementation of its $1 billion capital improvement plan to expand capacity, replace obsolete facilities and meet more stringent regulatory effluent standards. The assessment of available and appropriate alternative project delivery methods and a review of effluent water rights agreements affecting the wastewater system were among the firm’s responsibilities. Hawkins served as owner's lead counsel in connection with the procurement and negotiation of a new 30 mgd Roger Road Water Reclamation Campus that was awarded on a design-build-operate-maintain basis.
