Hawkins served as legal advisor to the New York City Department of Sanitation over a 15-year period in procuring and negotiating 8 major 20-year waste export contracts valued at over $7 billion. The City undertook the program to implement its comprehensive solid waste management plan for achieving an environmentally sound, borough-centric disposal solution for DSNY-collected waste following the closure of Fresh Kills landfill. The contract counterparties included three major waste disposal firms and involved CSX and Norfolk Southern railroads, as well as landfills and disposal facilities in New York, Pennsylvania, Ohio, Virginia and South Carolina.
