Hawkins led the procurement of Monmouth County's materials recovery and baling facility under New Jersey's McEnroe Act. We prepared and negotiated the initial construction and operation agreement for the project with National Ecology Company and provided over 10 years of assistance with the administration of the contract, including the preparation and negotiation of several amendments. As the agreement was nearing expiration, our infrastructure team advised the County with respect to all of the procurement and contract issues involved in the transition to Delta/Greenstar, the new operator, and subsequently to a third operator, Waste Management of New Jersey. The Monmouth County facility is the largest municipal solid waste baling facility in the United States, handling 1,500 tons per day of waste that is compressed into dense bales and then placed in the County’s landfill like building blocks, saving air space, reducing litter, eliminating wear and tear on collection vehicles and providing a safer operation.
