Hawkins served as owner's lead counsel to the San Diego County Water Authority in the development, procurement and negotiation of the design-build-operate-maintain contract for the 100 mgd Twin Oaks Valley Water Treatment Plant. The plant was the Authority’s first water treatment project, as well as its first project completed on an alternative delivery basis, as the Authority expanded its utility services to include water treatment in addition to water distribution. Twin Oaks, a landmark DBOM project in Southern California, is capable of treating State Water Project and Colorado River Aqueduct water in any combination and is the largest membrane surface water treatment plant in the world.
