Hawkins served as private placement counsel in the $307 million financing of the Pacific Beacon project, one of the United States Department of the Navy's landmark military housing privatization transactions. Pacific Beacon involved the acquisition of existing naval base facilities in San Diego and the renovation, operation, maintenance and management of 258 housing units for unaccompanied servicemen, as well as the construction of an additional 941 two-bedroom apartments at the base together with related amenities and parking facilities.
