Hawkins served as legal advisor to the interdisciplinary study team that completed an in-depth study of 11 alternative project delivery methods for the proposed 80 mgd Lake Pleasant Water Treatment Plant. We then represented the City of Phoenix as owner's lead counsel in the successfully completed design-build-operate-maintain procurement for the Lake Pleasant plant now in operation, utilizing Arizona’s omnibus alternative project delivery legislation. The plant treats Central Arizona Project Colorado River water to enhanced standards and under very high periodic turbidity conditions, serves rapidly developing north Phoenix, and is expandable to 320 mgd. Lake Pleasant was a seminal event in the emergence of alternative delivery procurement of projects in the water industry in the United States.
