Hawkins served as counsel to the United States Department of Transportation TIFIA program in connection with a secured loan from USDOT to a developer awarded a concession agreement by the Florida Department of Transportation to construct substantial improvements to Interstate 4 in and around Orlando, Florida with managed lanes tolling revenues securing the loan. The subordinated TIFIA loan supported the financing of the I-4 Ultimate project, which was one of the earliest highway improvement projects procured on a design-build-finance-operate-maintain basis to be assisted by the federal government under this program.
