Hawkins served as bond counsel to Erie County Industrial Development Agency for the $180 million Buffalo City School District financing program. After reaching agreement with New York State on legislation and funding challenges, the City of Buffalo and the Buffalo school district were able to issue the 20-year School Facility Revenue Bonds which permitted the renovation of some 80 schools and the construction of new schools.
