Bruce joined Hawkins as an associate upon graduation from law school and became a partner of the firm in 1986. Since joining Hawkins, Bruce has advised governmental issuers, borrowers and underwriters in a wide range of the most complex revenue and general obligation financings throughout the United States.
Bruce is the most proud of his participation in some of the largest and most complex municipal bond financings in history. As bond counsel, he advised the California Department of Water Resources in connection with its $11 billion power financing program which addressed California's 2001-2002 energy crisis and advised the Department in connection with the recently established wildfire insurance fund. He also was the partner in charge of the firm’s representation of Long Island Power Authority in connection with the acquisition of Long Island Lighting Company and acted as bond counsel for the $7 billion bond offering to finance such acquisition. He was counsel to the underwriters in connection with the issuance by the State of California of Economic Recovery Bonds in the amount of $11 billion, part of a deficit financing program.
Bruce is dedicated and understands clients’ needs. He has established strong and lasting relationships in serving New York State Environmental Facilities Corporation and New York State Energy Research and Development Authority as bond counsel in connection with their environmental and energy project financing programs.
Bruce’s practice includes matters relating to the development and financing of infrastructure projects, including, among others, electric and gas utility, water, wastewater, housing and solid waste facilities. He has also worked as bond counsel, underwriters’ counsel and institution counsel in numerous financings for colleges, universities and other nonprofit institutions.
