We have served as bond counsel and underwriters’ counsel on more than 3,000 educational facilities financings, with a principal amount exceeding $108 billion.

Hawkins’ clients in the education sector range from local school districts to state education facilities financing agencies, triple-A rated higher education institutions, small liberal arts colleges, and national service corporations.  Our continuing involvement in the development and implementation of new financing tools for these clients demonstrates our leadership in education facility finance and deep commitment to this industry.

The firm has broad experience in tax-exempt financings for universities and colleges, both private and public institutions.  Hawkins has also served as university counsel and lenders' counsel on several hundred additional financings for educational facilities.

Through the decades, our attorneys have participated actively in the structuring of primary and secondary school financing programs as they have evolved to address changing constitutional requirements and respond to the expansion of state involvement in higher education.  Hawkins has also been a substantial contributor to the development of public education loan finance programs and of tuition savings programs nationally.
