Hawkins serves as Special Counsel to Virgin Islands Waste Management Authority

On August 10, 2009 the Virgin Islands Waste Management Authority signed two 20 year solid waste management service agreements with Alpine Energy Group LLC affiliates. These agreements are part of a large program to create two alternative energy plants with a projected cost of $440 million.

The plants will convert an estimated 146,000t/y of municipal solid waste into refuse-derived fuel. Each plant will divert municipal solid waste from landfills and provide 33 MW to St. Thomas and St. John and 16 MW to St. Croix. The construction is due to begin in May 2010 and is scheduled for completion in the fourth quarter of 2012.

Patricia Goins and Rick Sapir led the team which served as special counsel to the Virgin Islands Waste Management Authority (WMA).
