Stan served as bond counsel, special project finance counsel, disclosure counsel and underwriters’ counsel for public infrastructure finance clients nationwide. He led Hawkins’ transportation infrastructure finance practice and led the firm’s public finance and disclosure counsel engagement for the State of New York.
Stan joined the firm in 1982 after four years in the public sector in Washington, D.C. and in Albany, New York as a senior advisor to the New York Governor.

He served as partner-in-charge of the Hawkins’ representation (as bond counsel and special disclosure counsel) for the Metropolitan Transportation Authority and Triborough Bridge and Tunnel Authority, as well as for the Oklahoma Turnpike Authority, Oklahoma Department of Transportation, Oklahoma Capitol Improvement Authority (Highway Lease Revenue Bonds), the Tulsa Airport Improvement Trust, the Washington Metropolitan Area Transit Authority and New York State Thruway Authority, among other entities. Stan is a leading authority on innovative transportation finance, including GARVEE finance (for Oklahoma, Rhode Island, Maine, the Virgin Islands, and as underwriters’ counsel for Maryland, Colorado and North Dakota), the United States Department of Transportation’s TIFIA program, for which he led Hawkins’ representation as outside special counsel. For TIFIA, he has worked on over $5 billion in secured loans to such diverse entities as the Texas, Colorado and Florida Departments of Transportation, the Washington Metropolitan Area Transportation Authority, the Los Angeles County Metropolitan Transportation Authority and the Chicago Transit Authority. He advised the New York State Thruway Authority on its innovative financing structure for the $3.9 billion replacement of the Tappan Zee Bridge. In addition, Stan has drafted innovative finance legislation for New York State and the New York and Arizona Departments of Transportation. He has also served on behalf of the firm as principal public finance and disclosure counsel to the New York State Division of the Budget for over twenty years and as special counsel to the Office of the State Comptroller for over ten years. 

Stan had extensive experience in advising governmental clients on federal disclosure responsibilities, drafting legislation at the federal, state and local levels and providing creative solutions to the problems confronting fiscally distressed governments.
